A state report on Foxconn’s Wisconsin factory depicts a project gone far off course. The report provides the fullest articulation of the state’s reason for rejecting Foxconn’s subsidy payments so far. There is no foreseeable way that the Foxconn project will employ anywhere near the number of people it was supposed to under the contract with Wisconsin. At the end of last year, it employed only 281 eligible under the terms of the contract, rather than the 2,080 it was supposed to, or even the 520 it needed to employ to get tax subsidies. By the end of 2022, it was supposed to employ 13,000 workers. And those numbers are going in the wrong direction.
