Forget about his character. All politicians are flawed in some way. Washington owned slaves. Lincoln was probably bipolar. LBJ was an asshole.
But even George W. Bush, probably the least qualified person ever to hold the position until Trump got the job, still knew what his role was and how the government worked. He did a credible job in very difficult circumstances that would be trying for anyone. You can disagree with what he did but at least he followed the process for doing it.
Trump, on the other hand, came into office without having a clue about what the job entailed. He didn’t know until after the election that the entire White House staff had to be replaced. And it wasn’t for lack of trying - Chris Christie did his best to tell Trump he had to plan for personnel for his administration.
But, despite being told, he just ran the office of the president as if he were the CEO of the United States. As a result, Trump’s only lasting legacy will be lower taxes for the rich and a lot of conservative federal judges. He got precious little legislation passed in the two years where the Republicans had complete control of the government.
