There is no reason for China to be blamed for what Trump failed to do. In fact, it now appears that China should not be blamed for the virus.
During the Wuhan military games in October 2019, five US athletes were taken to an infectious disease clinic. Following this, in November, US intelligence agencies alerted Israel and NATO to a possible coronavirus outbreak in China. Trump would have known about this and should have acted on it. But he did not.
Then in the early part of this year, when other countries were taking many measures against the virus, the only thing that Trump did was to stop flights arriving from China. He even stated that the virus will go away in April when the weather gets warmer and took no further action.
